I General provisions
1.1 “The United National Movement” (Union in future) is a voluntary political union of citizens which is created on the basis of the Constitution of Georgia, Organic Law of Georgia “About Political Union of Citizens” and performs its activities in accordance with Georgian legislation.
1.2 The Union represents a non-commercial legal person having an independent balance, round seal, stamp, calculation and other accounts in bank institutions, is authorized to purchase property and personal non-property rights, to be a suitor and a defendant in the court.
1.3 The activity of the Union is extended within the boundaries of Georgia.
1.4 The changes to the Regulations of the Union shall be registered within legally established rule and term.
1.5 The creation and the activities of the Union are based on the following principles:
1.5.1 The membership and the leaving of the Union are voluntary;
1.5.2 Independence and self-governance;
1.5.3 Electivity and accountability;
1.5.4 Equality before the law;
1.5.5 Publicity of the creation and the activities of the party;
1.6 The symbol of the Union is the national Georgian flag flying in the foreground and the flag of European Council in the background.

II. The goals and tasks of the Union and the forms of implementation
2.1 The goals and tasks of the Union include the following:
2.1.1 To present and protect the interests of the country and the public;
2.1.2 To strengthen the state independence, provide the territorial unify of the country, enhance the security system of the state.
2.1.3 To support the formation of the democratic society, build the legal state based on the supremacy of the law, provide the legal and institutional guarantees for the protection of the universal human rights and freedoms,foster the development of strong civil society.
2.1.4 To develop free market economy, create solid guarantees of social security and social development through strengthening of the economic potential of the country.
2.1.5 To establish democratic state institutions in Georgia and participate in their functioning.
2.1.6 To support the Euro-Atlantic orientation of the country, enhance the cooperation with the neighbor countries based on the partnership relations.
2.1.7 To participate actively in the political life of Georgia with the purpose of expressing and implementation of political will.
2.1.8 To fight corruption without compromise.
2.1.9 To provide permanent public control on the state activities;
2.1.10 To support democratic reforms;
2.1.11 To cooperate with the public organizations in order to create transparent systems;
2.1.12 The Union uses all available legal ways and means in order to accomplish the mentioned goals. The Union shall actively participate in the elections of the legislative body, as well as the bodies of local self-governance, shall cooperate with the political and public organizations, individuals and legal persons, etc.
III The Union Membership
3.1 Any citizen of Georgia who is eligible to vote, understands and acknowledges the Regulations of the Union, supports the accomplishment of the goals through his/her activity, is not a member of any other political union and pays a membership fee, may become a member of the Union.
3.2 It is forbidden to limit the membership to the race, color, language, sex, religion, national, ethnic and social belonging, origin, property and title, place of residence.
3.3 The proof of the Union membership is the Union Card or a Certificate about the Union membership issued by relevant structures of the Union.
3.4 The Union membership is a voluntary.
3.5 In order to become a Union member, personal application and references of at least three members of the Union shall be submitted. The Union membership rules are adopted by the Political Council of the Union.
3.6 The applications for the membership shall be reviewed by relevant bodies of the Union no later than two weeks and provide an applicant with relevant documentation or the motivated refusal on the membership. The refusal may be appealed in the Political Council of the Union that must review the appeal at the nearest session.
3.7 It is free to leave the Union. The membership shall be terminated to the Union member immediately after he/she submits an application about it.
3.8 If a Union member, on a regular basis, violates the requirements determined by the Regulations, does not accomplish the decisions of the Union leader or/and leadership body, or acts against the law and humiliates the name and dignity of the Union, he/she shall be terminated the Union membership upon the decision of the Political Council of the Union on the basis of the documented statement made in writing by the head of the structural sub-division or a leadership body.
3.9 The General Secretariat, city and regional organizations of the Union, shall perform the registration of the Union supporters. The Political Council upon the nomination of the Secretary General shall approve the rule of supporter registration.
3.10 The Union member is entitled:
3.10.1 To participate in the Union activities;
3.10.2 To elect and be elected in the Union bodies;
3.10.3 To participate in achieving the goals stipulated under the Regulations of the Union;
3.10.4 To receive information and take part in the discussion of the issues related with the Union activity;
3.10.5 To address the leaders of the Union, receive the information about the Union and the activity of its bodies.
3.10.6 To have an access to the property owned by the Union within the established rules;
3.10.7 To leave the Union freely upon his/her personal statement.
3.11 The Union member is responsible:
3.11.1 To meet the requirements stated under the Regulations of the Union;
3.11.2 To accomplish the decisions adopted by the leadership bodies of the Union;
3.11.3 To participate actively in the Union activities;
3.11.4 To take care of the name and authority of the Union, advocate its activity;
3.11.5 To take care of the logistical base of the Union and enhance it.
IV. Union’s activist
4.1 A member or a person who is not a party member, shall be accepted as an activist after submitting the personal application, signing the list of activist’s responsibilities on the basis of the nomination made by an leadership body of the local structural entity of the Union.
4.2 The issue of accepting as an activist and depriving this status to a Union member or a person, who is not a party member, shall be decided by the political council or a Secretary General.
4.3 The rights of an activist if he/she is a party member are the same as for the ordinary member.
4.4 An activist is responsible:
4.4.1 To accomplish the decisions adopted by the leadership bodies;
4.4.2 To participate actively in any of the events planned on behalf of the central or local structures of the Union;
4.4.3 To make use of his/her knowledge, experience and human resource in order to enhance the name, dignity and the authority of the Union.
4.5 If an activist is not a party member, his/her rights shall be determined by Article 3, sub-paragraphs 3.10.1; 3.10.3; 3.10.5; 3.10.6.
4.6 Being an activist is a voluntary, an activist has the right to refuse on being an activist upon his/her personal statement.
V. Leadership body of the Union
5.1 The supreme leadership body of the Union is the Congress of the Union that is called at least once in 2 years; the Congress (special congress) shall be called by the Chairperson of the Union upon his/her own initiative or the initiative of 1/3 of the Union members or the Political Council.
5.2 The Political Council, upon the nomination of the Secretary General, shall approve the rule of registration of party members for the participation in the elections of the delegates to a congress, number of delegates to be invited at the Congress (not less than 200 delegates) and a political council and the rule of their election.
5.3 The Congress is authorized if it is attended by more than a half of the delegates, while the decisions are adopted by the majority of the votes of the delegates attending the Congress.
5.4 Special prerogative of the Congress is the adoption of the Union Regulations, making amendments and supplements to it, electing the Chairperson, Secretary General, Political Council and the Revision Committee, also, adopting the decisions on the reorganization and liquidation of the Union and other issues envisaged by Georgia legislation.
IV. The executive body of the Union
6.1 The head and the executive body of the Union during the period between the Congresses is a Political Council that shall be established for the duration of two years.
6.2 Political Council is composed of: a Chairperson of the Union, Secretary General, Chairperson of the parliamentary faction of the party, Chairperson of the Youth Council of the Union, Chairperson of the city organization of Tbilisi and 23 members elected at the Congress.
(Note: From the constituent congress of a party until the holding of the next congress, the member of a Political Council may become a person who is a member of a Union, or is not affiliated with any other political union).
6.3 The session of a Political Council is headed by the Chairperson of a Political Council elected among the composition of a Political Council. The sessions of the council are held at least once a month and are called by the Chairperson of the Union, Secretary General or a Chairperson of the Political Council. Special session of a Political Council shall be called upon the request of the Chairperson of Union, Secretary General, and Chairperson of a Political Council or one third of the members of political council.
6.4 Political Council is eligible if it is attended by a half of the members. The majority of the members attending the session of the Council make the decisions.
6.5 The competences of the Political Council include:
6.5.1 To adopt decisions on behalf of the Union concerning the addresses, applications, current activities of the Union;
6.5.2 To adopt decisions concerning the creation of the city and regional organizations of the Union upon the nomination of the Secretary General;
6.5.3 To adopt decision concerning the creation or/and cancellation of the Union representations in the administrative-territorial unites of Georgia;
6.5.4 To approve the structure and regulations of General Secretariat of the Union, as well as, the Regulations of structural sub-divisions upon the nomination of the Secretary General;
6.5.5 To adopt decisions concerning the termination of functioning and reorganization of structural sub-divisions upon the nomination of a Chairperson or Secretary General of the Union;
6.5.6 To review and approve the conference results of the structural entities of the Union;
6.5.7 To approve the Secretary of the Unions;
6.5.8 To approve the budget of the Union;
6.5.9 To adopt the decisions concerning the forums, convents and other meetings in order to elaborate and adopt various documents on behalf of the Union;
6.5.10 To elect the acting Secretary General, in case of need, until holding the nearest Congress;
6.5.11 Political council of the Union is accountable before the Congress and the Chairperson of the Union.
VII. Controlling body of the Union
7.1. Revision Committee is the controlling body of the Union;
7.2 Revision Committee is elected by the Congress for two years term and is composed of seven members.
7.3 Revision Committee elects the Chairperson, Deputy Chairperson and the Secretary of the Commission within its composition;
7.4 Revision Committee is eligible if it is attended by more than a half of the commission members; commission makes decisions by the majority of those attending the session;
7.5 Revision Committee is entitled to carry out the revision of financial and accounting documents of the Union, provide the control of the financial activity and the registration of the members of the Union, as well as other authorities as decided by the Political Council or the Chairperson.
7.6 Revision Committee shall submit the report concerning its activity to the Congress of the Union and once a year to the political Council.
VIII. Organizational structure of the Union
8.1 Structural sub-divisions (district, city, youth organizations, and representations in administrative-territorial entities) may be created in the structure of the Union; the Political council upon the nomination of the Secretary General adopts the decision concerning the creation. Structural sub-divisions of the Union act is based on its own Regulations which is approved by the Political Council of the Union. The Political Council of the Union upon the nomination of the Secretary General approves the candidature of the head of the structural sub-division of the Union.
8.2 Counseling body can be created upon the nomination of the Secretary General, the Regulations of which is approved by the Political Council.
8.3 The Union structure includes the Secretariat of the Union and political council of the Union approves its structure and the Regulations upon the nomination of the Secretary General.
8.4 Structural sub-divisions of the Union are created without the rights of the legal person.
8.4.1 Political Council of the Union decides the rules of creation, reorganization and liquidation of the structural sub-divisions.
Chairperson of the Union
8.5 The union is headed by the Chairperson of the Union, which is elected by the Congress of the Union;
8.6 Based on the program, Regulations and other documents, the Chairperson of the Union:
8.6.1 Heads the activity of the political union;
8.6.2 Presents the Union within and outside Georgia;
8.6.3 On behalf of the Unions signs the documents;
8.6.4 Issues Orders within his/her competence;
8.6.5 Signs the resolutions of the Union Congress;
8.6.6 On behalf of the Union makes political statements and addresses;
8.6.7 Shares part of the authority with the Secretary General as needed;
8.6.8 Nominates the candidature of the Secretary General of the Union to be elected by the Congress;
8.6.9 Carries out other authorities applied by this Regulations;
8.7 Secretary General of the Union:
8.7.1 Performs the organizational work of the Union;
8.7.2 Heads the General Secretarial of the Union and coordinates the current activity of other structures;
8.7.3 Submits to the political council the statements concerning the appointment and dismissal of the Union Secretaries;
8.7.4 In consultation with the Union Chairperson, submits the budget of the Union to the Council for approval;
8.7.5 Appoints and dismisses the Executive Secretaries of city and regional organizations;
8.7.6 Submits the structure and Regulations of the Union Secretariat to the Political Council for approval;
8.7.7 Appoints and dismisses the heads and personnel of the structural entities of the Union Secretariat;
8.7.8 Submits to the Political Council the statements concerning the creation or/and cancellation of the Union representations in the administrative-territorial entities of Georgia.
8.7.9 Submits to the Political Council for approval the candidature of the head of Union representations in the administrative-territorial entities of Georgia.
8.7.10 Provides organization of the Congress and the sessions of the Political Council, executes the decisions by the Congress, Political Council and the Chairperson;
8.7.11 Signs the resolutions of the Congress and the Political Council;
8.7.12 Presents the Union in relation with other bodies;
8.7.13 Signs relevant documentation on behalf of the Union;
8.7.14 Performs other authorities applied by this Regulations.
IX. Funds and property of the Union and the sources of their formation
9.1 The formation sources of the property and means include the following:
9.1.1 Membership fee to be paid by the Union members (Political Council of the Union establishes and determines the amount of the membership fee);
9.1.2 The contributions made by legal and physical persons;
9.1.3 The funds allocated by the State in the cases established by the law;
9.1.4 The funds collected after arranging the exhibitions and other similar events of the Union, as well as, in result of the publishing, information and other activities as mentioned in the goals of Regulation, other income that is not prohibited by Georgian legislation.
9.1.5 The Union is authorized to own the property including premises and building, transport means and other property, which is needed in order to reach the goals of the Regulations.
9.1.6 The Union is not authorized to perform any additional commercial activity, except for the legally established cases;
9.1.7 The management of the Union funds is acceptable for the implementation of the goals of Regulations only and it is prohibited to share these funds among the Union members.
X. Termination of the Union activity
10.1 The Union activity may be terminated upon the reorganization or liquidation.
10.2 The Union may be prohibited only upon the decision of the Constitutional Court of Georgia in the cases determined by the law and by established rules.
10.3 The reorganization of the Union (joining, combination, division) shall be possible upon the resolution of congress; in case of reorganization, the Congress shall decide the issue of the property distribution by established rules.
10.4 Self-liquidation of the Union shall be possible upon the decision of the Congress;
10.5 The property remaining after the prohibition or self-liquidation shall be transferred to the State treasury.
XI. Rules of amendment to the Regulations
11.1. The Union Congress only may amend the Regulations, make changes and supplements to it.
